PM Modi asks police to use DATA instead of ‘DANDA’

Describing the new criminal law in India as being made in the spirit of “citizen first, dignity first and justice first”, Prime Minister Narendra Modi said the police now need to work with data instead of ‘batons’.

PM Modi was addressing the gathering of officers on the concluding day of the All India Conference of Directors General/Inspectors General of Police in Jaipur. Earlier such conferences used to be held only in the country’s capital New Delhi.

Prime Minister Narendra Modi said that the enactment of the new laws is a paradigm shift in the criminal justice system. He stressed the need to strengthen the positive image of the police among the citizens. Mr Modi said that police chiefs should use social media at the police station level to disseminate positive information and messages for the benefit of the common people. He also advised using social media to disseminate advance information on natural disasters and disaster relief.

Suggesting that the police should organize various sports events to strengthen the connect with citizens, Prime Minister Modi also urged government officials to stay in border villages to establish better contact with the local population. He said that these border villages are the “first villages” of India.

Inauguration by Amit Shah:
inaugurated by Union Home Minister Amit Shah , this three-day conference of police officers (5 to 7 January) started on Friday at the International Center in Jaipur, the capital of Rajasthan.  In the inaugural session of the 58th Conference of Directors General of Police (DGP)/Inspectors General of Police (IGP), Shri Shah praised two important decisions of the Central Government – the National Education Policy and the change of colonial laws.

He said that the new laws are focused on providing justice rather than punishment and these laws will make the criminal justice system modern and scientific. He claimed an overall improvement in the security scenario in the country since 2014. He also said that violence has reduced in Jammu-Kashmir, North-East and areas affected by left extremism.

Need of modern technology in headquarters and police stations:
Amit Shah stressed the need for training of police officers from Station House Officer (SHO) or officer in-charge of police station to DGP level and equipping police stations to police headquarters with technology for successful implementation of the new laws.Mr.  Shah paid tribute to the security forces personnel who sacrificed their lives in the service of the country. He presented police medals to IB officers for meritorious service and presented trophies to the three best police stations. One of these, Shergarhi police station of Jammu and Kashmir has been honored for the year 2023 as a significant achievement for its exemplary performance.

The major issues discussed in the conference included the implementation of recently enacted criminal laws, activities of pro-Khalistani groups, Naxalite violence and the current security scenario in Jammu and Kashmir. Several officials presented presentations on specific topics such as counter-terrorism, online fraud, cross-border terrorism in Jammu and Kashmir, activities of pro-Khalistani groups and left-wing extremism.

The annual DGP/IG conference in India serves as a platform for comprehensive discussion among police and intelligence officers of various levels on identified topics. It also aims to facilitate exchange of best practices followed by the police in different states and union territories.
