Rashmi Ranjan Swain , a senior IPS officer of 1991 batch , would be the new Director General of Police of the Union Territory of Jammu and Kashmir. Shri Swain is a senior officer who belongs to Jammu Kashmir cadre of Indian Police Service. He might take over the reins of the J&K Police on October 31 from Dilbag Singh who would retire on the same day. IPS Dilbagh Singh is the longest-serving Police Chief of J&K till date .
IPS Rashmi Ranjan Swain is presently intelligence chief of J&K and posted as Additional DGP (Intelligence). Famous for his honesty , R R Swain has many feathers in his cap, besides having the distinction of serving as Senior Superintendent of Police (SSP) of both the capital cities of Srinagar and Jammu.
Prior to June 2020 IPS Swain was on the central deputation for over 15 years and served in many capacities, besides a very important foreign posting. He has been posted as Joint Secretary ( Personnel) in the Ministry of External Affairs.
According to sources, the appointment order of Swain as UT Police chief is expected anytime in the coming days.
Swain has also served as Assistant Inspector General and Deputy Inspector General of Police in the J&K Vigilance from 2004 to 2006.Lateron he proceeded on central deputation where he served in many capacities.
In June 2020, Rashmi Ranjan Swain was repatriated to J&K after the J&K government requested the Centre to avail his services. He was appointed as the intelligence chief of J&K replacing B Srinivas, a 1990 batch J&K cadre IPS officer. B Srinivas has now been posted as Director General of Police in Union Territory of Puducherry.
In November 2021, the State Investigation Agency (SIA) was formed in J&K to crack down on terror.The SIA’s formation was his brainchild and R R Swain became its first director. SIA solved the decades-old murder case of Mirwaiz-e-Kashmir, Molvi Muhammad Farooq.The SIA is handling several terror-related cases including narco-terrorism . It has also made the arrests of the accused in other parts of the country.
